The following is response to the report H1N1 Preparedness by Roger Ying, Student, University of Washington, Seattle

It is important to remember that most vulnerable populations are vulnerable simply due to hygenic issues. For example, wet markets were an especially large risk for spreading avian influenza when it was prevalent, and influenza is especially hard to control among the homeless population even in the US, so enforcement and surveillance go hand in hand to the root of the issue. These points should be emphasized because they do not require sustained international aid in poorer areas. The tasks of educating about prevention and surveillance to ensure compliance are simple enough to be self-sustaining.
